possible as the work of drafting the required pro-

visions must to a large measure depend upon it.

I have therefore the honour to ask that I may be in-

structed by telegram whether I may adopt this

course. To save time, I am sending a copy of the

latter part of this despatch to Sir F. Lugard.

The gentlemen whom I have consulted are also

unanimously desirous of having power reserved to

existing China companies to come in under the

present arrangement on the payment of a fee to

cover clerical expenses.
